The National Immigration Administration (NIA) announced a series of new measures, set to take effect from November 5, 2025, designed to facilitate travel for skilled professionals to Hong Kong and Macao and to modernize border clearance procedures at numerous ports across the country.

1. Expanded Talent Visa Pilot Program for Hong Kong and Macao

The pilot program for multiple-entry talent visas to Hong Kong and Macao will be significantly expanded. It will now be implemented across the entire Yangtze River Delta and Beijing-Tianjin-Hebei (Jingjinji) regions, as well as in all Free Trade Pilot Zones nationwide. Eligible individuals will be able to apply for multiple-entry talent visas valid for one to five years, permitting each stay in Hong Kong or Macao to last up to 30 days.
香港和澳门的多次入境人才签证试点计划将大幅扩大。该计划将在整个长三角地区、京津冀地区以及全国所有自由贸易试验区实施。符合条件的个人可以申请有效期为一至五年的多次入境人才签证，每次在香港或澳门停留最长可达30天。
2. Wider Adoption of Smart Border Clearance

Smart clearance systems utilizing facial recognition technology will be deployed at 12 additional ports, including Shanghai Hongqiao Airport and Xiamen Gaoqi Airport. Eligible mainland residents, Hong Kong and Macao residents (including non-Chinese nationals), and Taiwanese residents who consent to provide facial and fingerprint data for verification will be able to use the smart e-gates for faster processing at these ports.
利用人脸识别技术的智能通关系统将在上海虹桥机场、厦门高崎机场等12个额外口岸部署。同意提供面部和指纹数据用于验证的内地居民、港澳居民（包括非中国籍人士）和台湾居民可以使用这些口岸的智能电子门进行快速处理。
3. More 24-Hour Direct Transit Ports

Ten more international airports, including Tianjin Binhai and Kunming Changshui, have been designated as 24-hour direct transit ports. Passengers with confirmed onward international flight tickets within 24 hours, who transit directly through these airports without leaving the terminal, will be exempt from standard immigration inspection procedures.
天津滨海机场、昆明长水机场等十个国际机场被指定为24小时直接过境口岸。持有24小时内确认的后续国际航班机票且直接过境这些机场而不出航站楼的旅客将免于标准的出入境检查程序。
4. Additional Ports for 144-Hour Visa-Free Transit
4.增加144小时免签过境口岸
Five ports in Guangdong Province—Guangzhou Pazu Passenger Port, Hengqin, the Hong Kong-Zhuhai-Macao Bridge, Zhongshan Port, and the West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link—have been added as designated entry points for the 144-hour visa-free transit policy. This brings the total number of ports eligible for the 144-hour visa-free transit from 60 to 65.
广东省的五个口岸——广州琶洲客运港、横琴、港珠澳大桥、中山港和广深港高铁西九龙站——被新增为144小时免签过境政策的指定入境点。这使得符合144小时免签过境条件的口岸总数从60个增加到65个。
